Lindsey Baxter Griffith

Founder and CEO

Lindsey Baxter Griffith is a policy and advocacy leader on climate and clean energy issues. Formerly the Executive Director of CATF Action, she led political strategy and policy development for climate and clean technology innovation. Lindsey previously served as climate, energy, and environment policy advisor to Senator Edward J. Markey of Massachusetts, where she authored and negotiated the Green New Deal. As Chief of Staff for Energy Policy and Systems Analysis at the U.S. Department of Energy, Lindsey served as the resident expert on international electricity and climate regulations. Lindsey has been a fellow at Georgetown’s Institute for the Study of Diplomacy and worked on the Millennium Challenge Corporation’s Climate Change Corporate Initiative. As a next-generation philanthropic director and advisor, Lindsey is passionate about reform of governance, strategy, and financial planning for foundations, non-profits, and civil society organizations.

Alex Breckel

Senior Director of Programs

Alex Breckel is an electricity policy expert. Alex was Director of Clean Energy Infrastructure Deployment at Clean Air Task Force, leading CATF’s policy work on transmission infrastructure, permitting reform, and clean energy siting. With his colleagues, Alex launched the nation’s first clean energy siting policy inventory, published groundbreaking research on clean energy siting policy design and social license, and advanced infrastructure policy reforms at the state and federal levels. Alex was also Director of Research at the Energy Futures Initiative, a climate and clean energy think tank founded by former Secretary of Energy Ernest Moniz, and served Democratic and Republican administrations in various electricity policy roles in the U.S. Department of Energy.

Evan Chapman

Senior Director of Policy

Evan Chapman is a climate, clean energy, and environmental policy and advocacy expert leading Clean Tomorrow’s engagement with Congress and government agencies. Evan led energy policy and advocacy activities at Clean Air Task Force after serving for nearly a decade on Capitol Hill, most recently as Legislative Director to Congressman Donald McEachin of Virginia. Legislation that Evan developed to reduce air pollution, mitigate legacy environmental pollution, and advance cutting-edge energy technologies was enacted in the Inflation Reduction Act. Previously, Evan advanced energy and climate resilience with the Pew Charitable Trusts and the American Association of Port Authorities.

Nelson Falkenburg

Siting Policy Manager

Nelson Falkenburg is an energy and environmental policy expert. Previously, Nelson was a Senior Associate on the Clean Energy Infrastructure Deployment team at Clean Air Task Force, where he led the program’s efforts to reform state-level renewable energy siting and permitting policies through research, thought leadership, coalition building, and advocacy. Prior to working at CATF, Nelson engaged in a wide array of environmental policy issues as the Legislative Coordinator at the Washington Department of Fish and Wildlife, and at the Washington State Senate as staff to the Ways and Means Committee.

Marcela Mulholland

Director of Advocacy and Public Affairs

Marcela is the Director of Advocacy and Public Affairs at Clean Tomorrow, where she drives policy change through research, analysis, and strategic engagement with policymakers across the climate innovation landscape. Formerly Deputy Director of Partnerships at the Carbon Removal Alliance, she worked directly with the nation’s leading carbon removal companies to develop public policy solutions for barriers to commercialization. Marcela previously led stakeholder engagement for the Regional Direct Air Capture Hubs and Long Duration Energy Storage programs at the U.S. Department of Energy’s Office of Clean Energy Demonstrations (OCED).
