Evan Chapman

Evan Chapman is a climate, clean energy, and environmental policy and advocacy expert, leading Clean Tomorrow’s engagement with Congress and government agencies. Prior to joining Clean Tomorrow, Evan’s has worked through four presidential administrations focused on climate policy, most recently with Clean Air Task Force where he led policy development and advocacy efforts around clean energy innovation, clean energy deployment, and next generation innovation.

Evan also served for nearly a decade on Capitol Hill, most recently as Deputy Chief of Staff and Legislative Director for Congressman A. Donald McEachin. With McEachin, he led policy efforts related to climate, energy, and environmental justice, working at the intersection of climate justice and climate ambition. This included developing legislation to reduce air pollution, advance equity and environmental justice, mitigate legacy environmental pollution, and make technological advances necessary to meet our climate challenge, leading to many of these proposals being signed into law as part of the Inflation Reduction Act. Evan also worked as an aide to Congressman Robert C. “Bobby” Scott of Virginia and worked to advance energy and climate resilience with the Pew Charitable Trusts and the American Association of Port Authorities.

Evan earned a Bachelor’s Degree in Political Communications from Emerson College and a Master’s degree in Public Policy from George Mason University. He lives in Northern Virginia with his wife, son, and senior labradoodle.
